Minister of Justice
6 March 2000
Dear XXXXXXXXX
I refer to your letter to my Private Secretary, dated 2 March 2000, regarding
the Ellis case.
I have given serious consideration to your request that counsel be appointed
to assist the families to make submissions on the need for an inquiry. I do not consider this is necessary. I am considering the comments of the Court
of Appeal, made in the context of Mr Ellis's recent hearing, and Sir Thomas
Thorp's report on the matter. I will
also take into account advice from the Ministry of Justice. Also, I met with some of the parents of the
child complainants on 25 February 2000.
I am accordingly very much aware of their concerns and views in
relation to the case.
Thank you however for raising this matter with me.
Yours sincerely
Hon Phil Goff
Minister of Justice
