Thank you for your letter, dated 14 March 2000, requesting legal
representation to enable the parents of the child complainants to make
submissions to the Ministerial inquiry into the Ellis case.
At the time I announced the inquiry into the Ellis case, I indicated that, as
part of the terms of the inquiry, Sir Thomas Eichelbaum was to invite and
consider written submissions from the families of children who gave evidence
at trial. In doing so, my intention
was that such submissions might need to be made with the aid of legal
counsel.
Before considering your request I am interested in hearing whether the
signatories to your letter represent the whole group of the families whose
children gave evidence at the trial.
In addition, I am also interested in hearing whether, in your view,
all the families whose children gave evidence at the trial have a similar
position, or whether any families may have different concerns that they may
wish to convey to Sir Thomas Eichelbaum.

have enclosed the terms of reference for the inquiry for your
