Faith Lost

Could someone please explain the difference between a man wielding a
golf club smashing windows and a man wielding a machete smashing office
equipment?
One was shot dead, the other was talked into giving himself up.
A case of police policy and protocol followed in one, not in the other. Is it
any wonder the public has lost faith in the police?
