Legal issues hold up Waiouru report

Defence Minister Phil Goff says a number of legal steps have to be taken before a long-awaited report into alleged physical and sexual abuse at the army's former cadet school in Waiouru can be made public.

The inquiry by former High Court Judge David Morris had been set to report back in March.

It was triggered by numerous historic claims teenagers were physically and sexually abused at Waiouru Army base and also looked at the fatal shooting of army cadet Grant Bain in 1981.

The abuse is alleged to have happened at the Army's cadet school at Waiouru, which was open from 1948 to 1991.

Goff says he can understand how the delay was causing frustration for Bain's family.

Grant Bain was 17-years-old when he entered the Regular Force Cadet School at Waiouru in January 1981. Three weeks later he was dead, shot on a Friday night in barracks by a corporal a few months older than himself who was supposed to be supervising the younger men.

Goff says the Bain family will receive a copy of the report before it is published.
