ACC Bonus?

I have followed with great interest your articles
on ACC and its meanness to some "stock".
Can you tell me is this the same ACC that at the time of the Peter Ellis case
in Christchurch
went around handing out claim forms and advising people how to claim $10,000
for alleged sexual abuse?
They seemed to be so helpful in filling out forms and encouraging people to
claim a windfall, you would have thought they got a bonus for every $10,000
handed out.
