by Hank Schouten - The police and army have been asked to provide more information about the investigation into the fatal shooting of army cadet Grant Bain in his Waiouru barracks 24 years ago. The request was made yesterday when Mr Bain's brother Murray met with Defence Minister Phil Goff, army chief Jerry Mateparae and Deputy Police Commissioner Steve Long.

The Te Awamutu man whose brother was killed at Waiouru's Regular Force Cadet School in 1981 says the findings of an investigation into the death have vindicated his family's battle for the truth. Grant Bain, 17, died in 1981 after being shot by fellow cadet Andrew Read in the cadet barracks.

A former army cadet has filed a claim for $400,000 in damages against the Crown for the abuse he suffered at the Waiouru Cadet School. The Christchurch man, who was at the school in the early 1970s, filed the civil action last week.

NZPA - A former company commander at the Waiouru regular force cadet school said today there was a culture of bullying and secrecy at the camp, despite the findings of an independent inquiry. Timothy Rabbidge was in charge of the school in 1981, when Grant Bain, 17, was shot dead by Cadet Corporal Andrew Read.

An inquiry into a number abuse allegations at the cadet training school in Waiouru between 1948 and 1991 found that were cases of bullying and in some instances serious sexual assaults, but there was no culture of violence.

Justice Morris's Report is thorough and balanced. The report very fairly places the events in the context of the values and norms of the day (which are somewhat different from what they are now) and also explains the role and aims of the RF Cadet School. Justice Morris has rejected any allegation of widespread sexual abuse and he found that any abusive behaviour was that of cadets to cadets and did not involve the Regular Force NCOs or Officers. However, even accepting the "background context" it appears that that a number of RF Cadets had to put up with treatment meted out by their comrades, which no person should have been exposed to in any circumstances. For that I express my sincere regrets.
